Engineering Report

In 2012, the Suffolk County Department of Public Works (SCDPW) conducted a feasibility study to identify the sanitary sewage collection and treatment infrastructure needed to serve the communities of Deer Park, North Babylon, West Babylon, Wyandanch and West Islip. The Feasibility Study examined 29 sub-areas in the target communities and completed conceptual sewer layouts for all of these sub-areas, with projected cost estimates.

Draft Map and Plan

In April 2018, a “Map and Plan” Report was prepared in support of the expansion of the Suffolk County Southwest Sewer District #3 to include the 3 proposed areas within the Carlls River watershed. The proposed District Extension consists of 2,594 residential properties, 91 undeveloped residential properties, and 112 non-residential properties. Using 3.5 persons per residential property, it is estimated that the total population of the District Extension will be approximately 9,100 people.

The Map and Plan described the characteristics of the study area, as well as the capital costs and funding required for the project, and outlined projected costs to users, which included annual user fees, surcharges and annual debt service. The estimated levy on a typical single and two-family home in the Extension Area would be $576 including debt service, user fees and surcharges.

The cost of properly maintaining a septic system, as per SCDHS recommendations to pump at least every 2 years (1,000 gallons, typ) averages approximately $200/year. In addition, the county would cover the cost of septic system abandonment and perform restoration of all disturbed areas.
